Michael Scott has over 25 years of aviation experience. His background includes airport planning, capital program development, performing rates and charges modeling, preparing bond feasibility studies, and developing and administering FAA Airport Improvement (AIP) and Passenger Facility Charge (PFC) Programs. He has provided financial and planning services for Dallas Fort Worth International, Dallas Love Field, Hollywood Burbank, Midway International, and Palm Beach International Airports. He joined Ricondo in 2014 following 12 years with the Metropolitan Washington Airports Authority where he served as both an airport planning engineer and PFC/AIP grant administrator. In this dual role, he worked simultaneously with the airport planning, engineering, and finance departments and served on the bond finance team. As an airport planning engineer, Mr. Scott was a PM and technical advisor for the preparation and modification of master plans and other comprehensive planning and business analyses for airport development. As a PFC/AIP grant administrator, Mr. Scott prepared AIP, PFC, and Letter of Intent grant applications worth more than $1.5 billion. He is a frequent speaker for the American Association of Airport Executives PFC and Rate and Charges Workshops.
