Ross Chapman has 20 years of wide-ranging airport planning experience and serves as a finance consultant with Ricondo. He has a Bachelor of Science degree in Mechanical Engineering and an MBA in Finance, both from Tulane University. Mr. Chapman specializes in the development of financial analyses associated with the implementation of capital programs for airports of all sizes. His experience includes revenue bond feasibility studies, complex applications for federal funding under the Bipartisan Infrastructure Law, benefit cost analyses in support of large capital programs, master plan implementation, National Environmental Policy Act documentation and compliance, land use planning, rates and charges analysis and analyses in support of terminal relocations. Mr. Chapman has prepared and supervised the preparation of numerous passenger facility charge actions for submission to the Federal Aviation Administration (FAA), including Applications and Amendment; he has also advised on strategy and supported compliance and audit efforts. He designed and administered the FAA Disadvantaged Business Program at Baton Rouge Municipal Airport and supported procurement of Disadvantaged Business Enterprise firms at other small and medium hub airports. Mr. Chapman’s financial planning background is complemented by experience in airport planning, environmental planning, facilities and land use planning, drainage analysis, and expertise in wider public sector finance and economics, as well as previous work as a powerplant manager and design engineer. Mr. Chapman is a licensed professional engineer in the state of Louisiana.
