Jason M. Apt, CM, has 20 years of wide-ranging airport planning experience, all with Ricondo. His professional background includes significant airport business and financial planning experience. Mr. Apt currently manages, or has managed, large financial on-call services contracts for the Sacramento County Department of Airports, the Port of Seattle, the Houston Airport System, the Raleigh-Durham Airport Authority, and Los Angeles World Airports. Mr. Apt serves as Ricondo’s technical lead for financial services and specializes in the development of financial analyses associated with the implementation of capital programs for airports of all sizes. He has developed bond feasibility studies and has lead or participated in financial feasibility analyses in support of over $5 billion of revenue bond financing. His experience also includes debt/funding capacity analyses, customer facility charge sizing and cash flow projections, airline rates and charges analyses, airline agreements, and general aviation business planning. Mr. Apt has also assessed the impact of large capital improvement programs for numerous airport master plan updates. He has conducted benefit-cost analyses for airport sponsors in support of Airport Improvement Program (AIP) Letter of Intent applications and has led the preparation of applications for AIP funding through the Federal Aviation Administration’s Voluntary Airport Low Emissions (VALE) program. Mr. Apt’s financial planning background is complemented by significant airport master planning experience, environmental planning, facilities and land use planning, airfield/airspace simulations, and expertise in the use of geographic information system (GIS), as well as previous work as an operations agent for a major airline. Mr. Apt is a Certified Member of the American Association of Airport Executives.
